Description
Whistlewind Scarf is an accessory in Final Fantasy VII Remake that allows the user to enter battle with a slightly filled ATB gauge, making it akin to the 
First Strike Materia. A character can equip both to stack the effects.

Moggie sells the accessory at his Moogle Emporium at the Children's Secret Hideout at the Sector 5 Slums for three Moogle Medals. There is a treasure in the hideout for medals, and the player can farm them from the Whack-a-Box minigame playable in the same area. The player can only buy one Whistlewind Scarf. It is available in both Chapters 8 and 14.

The accessory is good to equip for the same reasons First Strike is useful. First Strike is stronger, but the player may want to free a materia slot more than to use a specific accessory. The player can also equip both to stack the effects. The setup is not so useful in lengthier battles, but against regular enemies the player simply wants to power through, starting with the ATB gauge already filled lets the player start with a powerful attack, such as killing many weak enemies at once right off the bat with Aerith's Sorcerous Storm.
