The United Nations Security Council (UNSC) is one of the principal organs of the United Nations and is charged with the maintenance of international peace and security in the world of Final Fantasy: The Spirits Within. Its powers include the establishment of peacekeeping operations, the establishment of international sanctions, and the authorization of military action.
In 2039, following the discovery of the Phantoms' existence, the UNSC established the United States Military Force (USMF) as an Anti Phantom Division of the military. The security council's headquarters is located in the New York Barrier City, where it oversees the military actions against the Phantom invasion.

Sakaguchi's cameo in Final Fantasy: The Spirits Within
- When Aki enters the Council Room, she walks directly in a straight line to where Sid is sitting. The room actually has a descending staircase leading from the main door. Her straight path would mean Aki did not descend these stairs, but went through the stairs, to get to Dr. Sid. Artists hid this by cutting the shot early and considerably darkening the gallery.
- Hironobu Sakaguchi, the creator of the Final Fantasy franchise and the film's director, makes a cameo appearance in Final Fantasy: The Spirits Within as a member of the UNSC.
- During the council scene, some of the faces in the audience are modeled on the film's behind-the-scenes personnel.
