Tsukikage Urabe is a non-playable character from Final Fantasy XIV. He is the responsible for overseeing the Confederacy's treasury.

History[]

Since the Garleans have strengthened their hold on Hingashi, the Confederacy has lost its contacts in Kugane. Tsukikage has arrested a ship of goods that the crew claimed were merchants with the East Aldenard Trading Company. Tsukikage suspected that they were lying to avoid paying the Ruby Tithe. For fear of incurring the wrath of a potential business partner. Tsukikage hands over the ship's flag along with a list of the items they found aboard the ship, and asks Warrior of Light to take it to one of the merchants in Kugane's branch and ask if any of them belong to his organization. The Warrior of Light returns with confirmation that the men were lying and with an offer from Kikimo Kimo to buy the confiscated goods.[2]

Tsukikage writes a letter describing his terms and conditions for the negotiations. The Warrior of Light returns with a letter from Kikimo a letter containing a contract for Tsukikage to look over and sign. After listening to Kikimo's offer, Tsukikage decides to collect exclusive products from the Ruby Sea to continue negotiating with the East Aldenard Trading Company. Tsukikage tasks Hansaku to get shark fins, Suzume to get the teardrop pearls, and meanwhile he would look for turtle shell.[3]

Tsukikage meets with Kikimo in Sakazuki. To keep the bakufu from suspecting that Kikimo is doing business with the Confederacy, Tsukikage suggests sends a ship to collect hidden goods on the north side of the island. To prepare for her arrival, Tsukikage orders Hansaku to clear the northern area of wild animals while Suzume rests in the guard room to recover from her pearl diving injuries while he checks to make sure the goods arrive safely at the transaction site.[4]

Upon checking the cargo, the Tsukikage's subordinates discover that the most valuable item, a crimson-shell ring that it was being worn by one of the bandits arrested earlier, has disappeared. After Suzume is seen wearing the ring on her way to meet Hansaku, Tsukikage realizes that the ring bears the signature of Suzume's family and that the crew should have been the ones to blame for the deaths of her parents. Since Hansaku was part of that crew, Suzume should have gone to meet with him for revenge.[4]

Tsukikage manages to arrive in time to stop Suzume, and tells her that if she wants to commit treason against the Confederacy he won't stop her but tells her to wait until the transaction with Kikimo is completed. Under Tsukikage's orders, Hansaku and Suzume set out to secure the area and dispatch any remaining beasts. Tsukikage leaves to take care of the remaining shipments. During the patrol, Hansaku risks his life to save Suzume was attacked by beasts from behind, so Suzume reconsiders about her revenge and apologizes. Once the situation is resolved, the transaction with Kikimo goes smoothly. Tsukikage says that although the Warrior of Light is not a member of the Confederacy, he has come to consider him a brother.[5]
