Need some confirmation on mechanics here. Based on the formula provided, any regular enemy would be guaranteed to flee from a level 86+ party without any assistance from Fear, as no regular enemy has greater than 200 morale. Likewise, even bosses with 255 morale would have a chance to flee from level 88 parties. However, neither of these proves true in practice, with 200 morale enemies not fleeing at all from a level 99 party (tested on GBA). My theory thus is that the party level calculation is capped at 50 (the OG level cap), as 200 morale enemies would not flee from a level 50 party without Fear.
- Morale - 2 * [Leader's Level, max 50] + Random(0...50) < 80

- I actually think I just confirmed it myself using the Sabertooth, which has 180 morale. Per the formula it would have a chance of fleeing at level 51+ and guaranteed at level 76+, but in testing with the same level 99 party it would not run away. --Adonzo (talk) 07:30, 28 May 2024 (UTC)
- Digging deeper into this, in the Battle (Mechanics).txt doc in these rom hacking notes it would look like the formula was changed slightly in the GBA release, or possibly the PlayStation release where the level cap was initially increased. The new formula no longer doubles the leader's level for the calculation, allowing it to account for the increased level cap. In practice this would make that chance of enemies fleeing scale much more slowly as it now scales from 1-99 instead of 1-50, but still has roughly the same cap in practice (not exact since the level 99 rather than 100 - a hypothetical enemy with 179 Morale could potentially flee in a 50 cap, but not in a 99 cap game) --Adonzo (talk) 07:58, 10 August 2024 (UTC)
