Is Heidegger more or less the Commander in Chief of the Shinra Army?[edit source]

Commander in Chief not counting President Shinra of course. I ask that because he's named to run the army in FF7, (under some name I can't remember, the Shinra Peace Force or something). He was also granted control of SOLDIER in Crisis Core and he also has medals on his chest and whatnot. Was he a commander in the Wutai War or something?
