Steal is a command ability in Final Fantasy VII Rebirth granted by the 
Steal Materia. It attempts to take an item from an enemy.
Mechanics[]
The success of a steal is calculated using the user's 
Luck attribute and the given steal rate of the enemy's item.
Use[]
Along with normal items, weapons, pieces of armor, and accessories can be stolen. In some cases, stealing key items is a requirement to proceed in a number of sidequests. The player can use Assess to see what items each enemy has for steal.
The Mug ability surpasses Steal as it deals damage while doing so, making it more ATB-efficient. This should therefore be used in the majority of cases, however, there are times where the player will still need to use Steal, such as to not wake an enemy up from 
Sleep or to avoid killing an enemy with an item to be stolen. Tonberry King's Pristine Crown also is obtained only by using Steal, not Mug.
