Description
Speed Up materia is a 
Complete Materia in Final Fantasy VII Rebirth that increases the user's 
Speed (which boosts the rate their ATB gauge builds passively) by a percentage based the materia's level. Speed Up materia can in theory stack up to a max of 100% up, but only one such materia can be obtained.

Speed Up materia is earned from completing "Gongaga Battle Intel: Rooted in the Planet" in Chadley's combat simulator, unlocked for defeating a Brumeflower and a Grandhorn Warden.

The Speed Up materia provides a percentage boost to a party member's current speed attribute. This improves the rate at which their ATB will increase passively, allowing them to use more abilities more often. It is a luxury materia that can improve the rate at which a party member acts, thus boosting their potential damage or supportive attribute.
Tifa, Red XIII, and Yuffie have the highest natural speed, meaning they benefit most from a percentage-based boost to speed. Barret has the weakest speed (followed closely by Aerith), and thus can benefit somewhat from a materia to address this shortcoming.
The player can further boost ATB-gain with other materia, ATB Ward, and 
Haste.
