Balthier is a Sky Pirate in The War of the Lions.

Sky Pirate (空賊, Kūzoku?) is a recurring job in the Final Fantasy series. The job often has abilities similar to those found in other jobs, particularly that of Thief. In each of its playable appearances, it is a special job available to only one character. It appears for the first time in Final Fantasy: Legend of the Crystals as Rouge's job.

Sky Pirate reappears in the Ivalice Alliance, first as an enemy class in Final Fantasy XII: Revenant Wings, where it is a near-exact duplicate of the Soldier. Notable Sky Pirates include Balthier from Final Fantasy Tactics and Vaan from Final Fantasy Tactics A2: Grimoire of the Rift.

Vaan's default job is a Sky Pirate with abilities that involve increasing his stats or decreasing those of an enemy. There is also a enemy with the job class of Sky Pirate.

Final Fantasy Tactics

Sky Pirate is a special job exclusive to Balthier that focuses on guns. It is an enhanced combination of the Thief and Machinist jobs, with the Plunder abilities having a higher rate of stealing compared to Steal.

Final Fantasy Tactics A2: Grimoire of the Rift

Sky Pirate is a job class exclusive to Vaan. It is a variant of the Thief job, carrying many abilities that make it easier to steal higher level loot and gil.

Air pirates, also known as sky pirates, are a type of stock character from science fiction and fantasy. Fictional air pirates typically operate as pirates in the air, or, in general, the atmosphere of a planet, dwarf planet or moon, and travel by aircraft, as opposed to the more traditional pirates on the high seas, who travel by ship.
