Skill Master materia is a 
Complete Materia in Final Fantasy VII Rebirth. It increases a party member's ATB gauge after executing three different commands (including abilities or magic spells).

Skill Master materia boosts the user's ATB gauge after executing three commands, provided said commands are different abilities. After the bonus activates, the player must execute a new set of three different commands for it to reactivate. Different levels of the same spell count as unique action, and there is no time limit between executing the commands. Repeating the same ability or spell will not cancel the Skill Master count, but puts it on queue until the player uses a different ability.
Skill Master is strongest for player-controlled party members that use different abilities in a combo often to allow them to use their abilities more rapidly. Tifa and Yuffie in particular build ATB very quickly and use combos together, making them prime candidates, though any party member whom the player controls often is a viable candidate.
Skill Master materia can be used in combination with other materia that also increase party member's ATB gauges. These include First Strike Materia, ATB Stagger Materia, ATB Assist Materia, and 
ATB Boost Materia. By using these materia to increase the ATB gauge of one party member quickly and perform different moves, Skill Master capitalizes on this further to greatly speed up the rate another ability can be used again in battle. 
Corsair's Compass is a good accessory for those using Skill Master materia as well.
