Skill Master materia is a Complete Materia in Final Fantasy VII Remake and "Episode INTERmission". It increases a character's ATB gauge after executing three different commands (including abilities or magic spells).
In "Episode INTERmission", the materia is found in a materia pod in B15 - Advanced Weaponry: Production in Shinra Building, during "Find That Materia" in "Covert Ops". Followed by an attack from Shock Troopers, at the end of the room, the player can operate the computer terminal to reactivate the power and open some of the pods. Skill Master is northwest of the map, along the second indentation in the wall.

Skill Master materia increases the character's ATB gauge after they execute three commands, provided said commands are different abilities (i.e. executing the same command twice will not improve it). After the bonus activates, the player needs to execute a set of three different commands again for it to reactivate. Different levels of the same spell count as unique actions. There is no time limit between executing the commands, unlike with ATB Assist Materia. Repeating the same ability or spell will not cancel Skill Master count, but instead puts it on queue until the player uses a different ability.
Skill Master is beneficial for player-controlled characters who use different abilities together to allow them to use their abilities more rapidly, but does not benefit characters who prefer to rely on using one ability often.
Skill Master materia is very beneficial for Tifa. This is partly because her skillset benefits most from using entirely different commands together in a combo, and partly because she has the highest Speed. The only negative for her is that she cannot take advantage of it when using Unbridled Strength twice, but using Unbridled Strength in a combo after Starshower followed by Divekick can boost her ATB gauge quickly, allowing her to move to another command in a combo, building an enemy's stagger. Though Skill Master can be useful on any character in a situation where they will cycle between abilities often, they are more likely to repeat commands and have lower speed.
Skill Master materia can be used in combination with other materia that also increase characters' ATB gauges. These include First Strike Materia, ATB Stagger Materia, ATB Assist, and ATB Boost Materia. By using these materia to increase the ATB gauge of one character quickly and perform different moves, Skill Master capitalizes on this further to greatly speed up the rate another ability can be used again in battle. The player can also couple it with Haste and Refocus Materia.
