Armed troops belonging to Shinra's Public Security Division. Unlike army units sent to the front lines, the Public Security forces maintain law and order in the streets of Midgar. Their duties vary from small-time criminal apprehension to monster extermination.

Shinra Public Security Forces, also known as the Peace Preservation[1], is Shinra's non-mako infused military/police force in the Final Fantasy VII series (normal humans). Although not having as much of a reputation as SOLDIER (mako-infused people), the Public Security's infantry makes up the majority of Shinra's military force, and is deployed far more often than SOLDIER. The Public Security keeps peace in Midgar, is deployed to handle events of public unrest and guards and operates many Shinra-owned facilities.

As seen in the missions in Crisis Core -Final Fantasy VII-, the Public Security forces have a rivalry with SOLDIER and extend challenges in the form of training sessions.

The Public Security Forces serves as a fallback for SOLDIER hopefuls deemed unfit to go through the mako infusion procedure that SOLDIER members are required to pass. During Final Fantasy VII Remake, the player can observe billboards advertising that the Public Security Division is hiring, and is being "endorsed" by Stamp, a lovable mascot Shinra uses for propaganda purposes.

Shinra Public Security Forces' visage is obscured by a bulky helmet with three red glowing lights and mainly wear blue uniforms. During battles in Final Fantasy VII captains and elite members wear orange, and some working in the Junon underwater reactor wear khaki. In the field, the Shinra's Public Security Officers often appear as guards or as squad leaders. The helmets themselves appear to not hamper a unit's vision, implying that they also serve as vision enhancement equipment utilizing cameras on the headgear and vision filters and aids in dark or unviewable conditions.

In Crisis Core, Public Security Officers mostly all wear a blue uniform and are distinguished by the color of their neckerchief: green or red. In Final Fantasy VII, Zack is hunted down by two blue-uniformed Public Security members led by another Public Security member in a red uniform, which in Crisis Core is depicted as two Public Security members with blue neckerchiefs and one with red.

During the Raid on Junon, green Security Forces members appear in an FMV firing missiles. Shinra Public Security Forces' officers in green never otherwise appear, but after watching the cutscene, a Security Officer in the Upper Junon Barracks will talk about the coveted green officer's uniform, with the Japanese stating it is for elite officers (上級仕官, jōkyū shikan?). The Public Security forces use firearms and grenades in battle, rather than swords and magic like the SOLDIER members commonly do, serving as both use-of-force deterrents and lethal force by numbers, and are often the main grunts of the Shinra Army for various missions to main forces in large scale conflicts. The riot police can be deduced to be deployed against more unruly public outcries and mobs of general citizens, whose troops use riot shields, and some use flamethrowers. Public Security also tends to be the "face" of the Shinra Army.

The shock troopers are this military force's premier soldiers and are deployed to protect Shinra's major installations, including the Shinra Building. The shock troopers are protected by reinforced armor developed by the Advanced Weaponry Division, being form fitting bodysuits with yellow painted metallic talon and claw like appendages on their extremities and advanced abstract metallic helmets, apparently for both additions in offense and defense, and in psychological warfare as well due to their monster-like appearances. Shock troopers bear metallic beam arm cannon gauntlets for long range deterrence, and are doped with pharmaceutical enhancements to improve reaction times and render them impervious to weaker attacks. Helifighters or Aerocombatants are a subgroup specializing in espionage, infiltration, and flight capabilities with propeller based gauntlets allowing them to fly and maneuver in midair.

The Armored Shock Trooper Enemy Intel[2] are the elite of the elite of the Shinra Army, being the top ranked shock troopers belonging to the Shinra's Public Security Forces. Protected by high tech metallic automated armor exoskeletons developed by the Advanced Weaponry Division, these armor exoskeletons are capable of inflicting heavy damage with their arm appendage based weaponry, ranging from uncommon high tech weapons such as beam swords, heavy machine guns, and laser cannons. As they are some of the most elite troopers in the military, they are the main force tasked with guarding Shinra's HQ. If their gear takes damage, the elite shock trooper can eject from the armor. In this case, elite shock troopers are outfitted with high tech jumpsuits made for aerodynamics and speed, gaining superior mobility with the rollers on their feet, enabling them to run circles around their targets. Unarmored enhanced elites come in two varieties, being the Enhanced Shock Trooper, specializing in blitz attacks and quick offensives to harass offenders and catch them off guard, and the Enhanced Magitrooper, utilizing speed and magic attacks for burst offensives against numerous enemies.

The Public Security Forces also employ "guard dogs", being monstrous canines born as the result of Shinra's biological research.

The Public Security Forces use armored vehicles and helicopters during deployments. As seen in Chapters 4 and 18 of Final Fantasy VII Remake, Public Security operators also ride on motorcycles, seemingly based on a real-world design, taking inspiration from models driven by law enforcement officers around the world. Judging from the shape of the chassis, the height of the windshield, and the large saddlebags, it can be assumed these bikes are based on a Harley-Davidson FL model (one of the most popular police bikes in use).

Gameplay[]

Shinra Public Security Forces forces are fought as enemies in Final Fantasy VII, Final Fantasy VII Remake, and in Crisis Core -Final Fantasy VII-. The player can also control Cloud wearing the Public Security gear in the original Final Fantasy VII during the infiltration of Junon during "The Stowaway Strategy", but he does not take part in battle then.
