A SeeD cadet training to be a mercenary at Balamb Garden. Evenly matched and using the same weapon, he is widely considered to be Squall's rival. Though his belligerent attitude garners the most attention, he is responsible for leading the disciplinary committee and boasts good grades. He seems to have some 'romantic' dream involving sorceresses.
Description
Seifer is a playable character and boss in Dissidia Final Fantasy Opera Omnia who can be recruited at the end of Chapter 10 of the main storyline.

Seifer wears a blue vest with a cross design lined in white, a gray coat with an emblem resembling the symbol of the Cross of Saint James on the sleeves, black gloves and boots and a silver chain with a tag. He has a scar across his forehead and nose, received from Squall as retaliation during a duel.

Chapter 3: Lost Kingdom of Thronus[]
Seifer first appears as a boss in Chapter 3. He appears to be threatening to kidnap Yuna when the party first encounters him, so they battle him to drive him away. In reality, Yuna had explained to him her duties as a Summoner, prompting him to insist upon acting as her "knight" in a heavy-handed fashion. Mog's party runs into Seifer, Raijin, and Fujin several times over the course of the chapter. Although Seifer and his posse are also out to defeat monsters and close the Torsions, he is too stubborn to join them and insists on fighting whenever they meet.
Chapter 7: Imber Manor[]
Seifer reappears in Imber Manor taunting Zell alongside Raijin and Fujin, and is surprised to find Laguna, calling him an inspiration to become a gunblade wielder. Seifer demands to test himself in battle against Laguna; though bewildered, Laguna obliges. Seifer is later outraged to discover that Squall had also been in Mog's party the entire time, but never bothered to say hello.
Chapter 10: Abandoned Petalum[]
When Ultimecia is summoned into the world in Chapter 10, Seifer falls under her sway just as he did in their home world. Raijin and Fujin leave him to ask for Squall's help in bringing him to his senses again. Seifer continues to battle them until Ultimecia finds him to be of no more use and abandons him to his fate. When Vayne Carudas Solidor wheedles his way into Mog's party and then opens a massive Torsion by summoning Ultima, Seifer is almost pulled into the dimensional rift. The shouts of Squall and the others irritate him into getting up to argue with them. Released from Ultimecia's influence, Seifer decides to join the party. However, he insists that he is simply using them to find answers and get revenge on Mog for manipulating both sides.
Lost Chapter: Inheriting the Past[]
Seifer attempts to act as Aerith's knight when she arrives in the world, as she is also a woman with a power that could change the world, but she rebuffs him and shoos him away with a flower crown.
Lost Chapter: Power is Everything[]
When Leon is freed from Emperor Mateus' control and expresses his remorse and fear over choosing the path of power, Seifer contradicts him and says that it's only natural for a knight to seek power to accomplish his goals, and advises him to "do what you want the way you want." Though his words are harsh, the others acknowledge that there is something to be said for following one's convictions.
Intersecting Wills: A Bouquete of Thoughts and Feelings[]
Seifer and his friends follow the scent of flowers to the deck of the airship, where Aerith is giving flowers. As they approach, Aerith produces a bouquet of yellow flowers to a delighted Fujin. Seifer compares Aerith to Squall, much to her surprise; he explains that Squall told him that he sees the true purpose of SeeD as sowing seeds around the world, that it may – as Aerith also desires – be filled with flowers. Her Turk guardians, Cissnei and Rude, who were previously eavesdropping at a distance, arrive and suggest to her that she might offer some flowers to Squall next.

- Though not directly stated in Final Fantasy VIII, it is implied Seifer became enchanted with the story of Zefer and his sorceress and enthralled with the idea of becoming a sorceress' knight himself, calling it his "romantic dream"; he has loaned a book related to the story from the Garden library and his gunblade-stance is the same as Laguna's in the movie-filming dream. In Dissidia Final Fantasy Opera Omnia, Seifer meets Laguna and reveals he's a fan and that Laguna is the reason he uses a gunblade.
