Scarlet, written Scarlett in On the Way to a Smile, is an antagonist in Final Fantasy VII, who also appears in the prequel Before Crisis -Final Fantasy VII-. She is the Head of Weapons Development in the Shinra Electric Power Company. She is ruthless and will use any means necessary to fulfill her goals. She has a characteristic laugh ("kya ha ha!"), much like her colleague Heidegger. The two often work together, despite feelings of mutual contempt.
Scarlet has blond hair and blue eyes. She wears her hair tied up. In Before Crisis -Final Fantasy VII- her earrings are blue, and in Final Fantasy VII they are red. In Final Fantasy VII she has a necklace she does not wear in Before Crisis. Scarlet dresses in a long red satin dress that has a plunging neckline and a slit on the side and matching high heels. Under her dress she wears black thigh-high stay-up stockings.
Scarlet is the only female Shinra executive, and is cruel and ambitious. She is blunt and does not care if her remarks hurt others. Scarlet is unbothered by violence and often resorts to violent means as her first choice of how to deal with problems facing herself and Shinra Inc. She is passive towards the atrocities the Shinra Company commits and only looks after her own status within the company. As the head of Weapons Development within Shinra, she appears to have a fascination with machines and weapons of mass destruction.
Scarlet works under President Shinra as a Shinra Executive. She is ordered to capture Veld after the Turks refuse to take in their commander, and is ordered to assassinate the Turks. She leads the army against them, but fails in her mission.
Scarlet is mentioned briefly by one of the scientists in the Materia Room of the Shinra Building, who claims Scarlet wanted to close down their department and was humiliated at the next board meeting.
Years before the start of the game, Scarlet ordered for the Shinra soldiers to attack the town of Corel due to sabotage at the newly built Corel Reactor, which she blamed on the residents. She shot both Barret and Dyne in their arms, rendering the arms of both men useless.
When Cloud Strife and his friends storm the Shinra Building to save Aeris, Scarlet participates the executives' meeting on Sector 7's state and the plans for Neo Midgar. She is unsympathetic toward Reeve who would like to see Sector 7 rebuilt, a futile endeavor. Scarlet is the only one to act suspicious, gazing at the vent at the ceiling where Cloud and his friends are eavesdropping on the meeting.
After Shinra deduces Sephiroth is heading towards North Crater, the new president of the company, Rufus Shinra, arranges an expedition to the area on the Highwind with Scarlet, Heidegger and Professor Hojo accompanying him. After the Meteor has been summoned, she tries to publicly execute Tifa in a gas chamber at Junon, but this scheme fails when Sapphire Weapon attacks and gives Tifa a chance to escape. Scarlet ends up in a slap fight with Tifa on the Mako Cannon but Tifa escapes onto the Highwind.
After Sephiroth erects a barrier around the North Crater Scarlet plans to move the Mako Cannon from Junon to Midgar, hook it up to the Mako Reactors, and unleash its Mako-powered energy at the crater to destroy the barrier. She dubs the new cannon the Sister Ray (even if the name was previously seen written on the cannon in Junon). After Diamond Weapon is destroyed and Rufus presumed dead, Scarlet and Heidegger take over the company and have Reeve arrested.
When Cloud and the others return to Midgar to stop Professor Hojo from overloading the Mako Reactors, Scarlet and Heidegger reveal the ultimate in weapons technology; a robot called the Proud Clod. Scarlet's plan fails as the Proud Clod is defeated and explodes. It is unknown if Scarlet and Heidegger died in the blast, but as she is neither seen nor heard from again, it is a likely conclusion.
Scarlet is mentioned briefly with her old files being Reeve's primary source of information on Deepground. She was one of only three Shinra executives to know of the Deepground project, and presumably outfitted them with the high-tech weaponry they use.
Scarlet is a bright red with a slight orange tinge. Scarlet and other bright shades of red are associated with courage, force, passion, heat, and joy. In the Roman Catholic Church, scarlet is worn by a cardinal, and is associated with the blood of Christ and the Christian martyrs, and with sacrifice. Scarlet is also often associated with immorality and sin, particularly prostitution or adultery, largely because of a passage referring to "The Great Harlot", "dressed in purple and scarlet", in the Bible.
