Rufus is a boss in Final Fantasy VII Remake. He is fought during chapter 17, "Deliverance from Chaos," by Cloud alone, during the quest "The Showdown."

Battle

Rufus is fought alongside his hound, Darkstar. He fights with his shotgun and by commanding Darkstar. Direct attacks on Rufus are ineffective, since he always counters them. There are three phases to this battle with Rufus gaining more attacks each time.

Phase 1

Rufus and Darkstar engage in combo tactics. The bulk of the offensive will be done by Darkstar on Rufus's command, being able to leap and pounce on Cloud for repeated damage and must be brushed off. Attacks on Rufus are largely useless in this phase and to proceed, Darkstar must be damage around half its HP.

Phase 2

This phase is signaled by a cutscene showing Rufus's helicopter taking a brief leave. Rufus demonstrates his new ability, Bright Lights, in which he tosses coins in the air as railgun projectiles for large damage. Rufus will employ this attack along a new one, Guns Akimbo, in which he simply shoots at Cloud repeatedly. He will still command Darkstar in this phase, but now Rufus is a far more active attacker. Attacking Darkstar for too long will result in Rufus unloading scores of bullets on Cloud for easy hits and to stop the onslaught on his pet. This phase will end when Darkstar is defeated, at which point Rufus will force it to retreat.

Phase 3

The final phase starts with another cutscene in which Rufus reveals his new tactic, propelling himself with his gun for fast ground dashes and even in midair. Although losing Darkstar costs Rufus some important offensive power, he employs solid protective measures through evasion and swift counters, making it much harder for the player to land blows.

Strategy

Only Cloud is used in this battle. Since Rufus fights from range, Punisher Mode is not recommended against him, but against Darkstar it's useful. The player should get rid of Darkstar first to focus on Rufus alone. At first, Rufus fights with common shots and commands Darkstar. When Darkstar can no longer be targeted, the player should engage Rufus. Once Darkstar is defeated, Rufus becomes easier, but still should not be underestimated.

The key in this battle is to pay close, constant attention to Rufus's moves, and thus it is best to keep the target lock on. He will constantly move around before attacking. The player should keep their guard up. He has to reload his weapon after attacks, and that is when he can be struck against, but he must be struck quickly, otherwise he will just counter. Magic attacks can be used on him at any time.

The player can equip Steadfast Block Materia Steadfast Block Materia on Cloud to improve his guard, and to build his ATB faster. As the player may need to be on guard and watch out for Rufus's attacks a lot, rather than engage head on, and there is only one party member, using Haste on Cloud may also be useful for him to execute attacks faster.

Rufus employs personalized coins for special attacks during his fight with Cloud. Each side has a meaning that reflects Rufus' personality and his plans to rule the Shinra Corporation and Midgar. One side shows an emblem with a sword, a shield, and a pair of wings, with the words "Shinra Inc., A New Era. Ever Forward. Reign Supreme.", which symbolizes the Shinra ideals and Rufus' lust for power. The other side shows Darkstar and mandragora flowers, with the words "Fierce Pride", which symbolize both "enchantment" and "fear".[1]
