Ruffian.
Ruffian (無法街ラフィアン, Muhōgai Rafian?, lit. Lawless District Ruffian) is an oasis settlement in Lightning Returns: Final Fantasy XIII. It is the base of operations of the bandit group known as Monoculus. It was once a town but most of the people left it.
