Rinoa Heartilly is a playable character in Dissidia Final Fantasy NT and its arcade version. She represents Final Fantasy VIII. Her type is Marksman, and her EX Skill is Angel Wing. Rinoa is a new character who did not appear in the PlayStation Portable Dissidia Final Fantasy games.
Rinoa's default player title is Nameless Maiden. Her manikin counterpart, the Otherworldly Maiden, is purple.

Appearance[]
Rinoa's default outfit, "Forest Owl", is her original attire from Final Fantasy VIII. She wears a light blue, sleeveless duster sweater with white angel wings on the back, and matching arm warmers. She wears a black tank top under the duster, cycling shorts with white zippers, laced boots, and a ribbon on her left arm. She wears a denim blue buttoned miniskirt over her black shorts, and her signature necklace with two rings. This outfit has two alternate colorations. One is similar to the Garden students, and recolors her sweater and the zipper on her shorts black, her arm warmers gray, her tank top white, and gives her miniskirt a tartan pattern with red and black. The second retains the black zippers, and recolors her miniskirt into blue-gray, and recolors her sweater, arm warmers, and boots white.
Her first alternate costume is the "Party Dress", which is what she wears in cutscenes during the SeeD inauguration ball. She wears an off-white halter dress with her signature necklace, along with matching heeled dancing shoes, and a bracelet on her right wrist. In the first alternate coloration her dress and heeled shoes are black, while the second gives her dress a cream yellow color and her heeled shoes a silver color with added luster.
Her second alternate costume is "Wings of Love", which is based on what she wears in an Amano artwork.
Personality[]
Rinoa retains most of her personality from her original game: upbeat but afraid of being alone. She worries for Yuna when the summoner tires from on their way to Materia's Tower. Knowing that Yuna wouldn't want to drag others nor voice her concerns, Rinoa asks Locke if they can take a break, something Yuna is grateful for.
Based on Yuna's experience as a former champion of Cosmos, Rinoa hears stories about the previous cycles and looks forward in meeting the others. She fears being alone, thanking Locke and Yuna for finding her since she would have lost all hope if she's left by herself in a foreign world.
Equipment[]
Rinoa equips long-ranged projectiles named Blaster Edges, mounted and shot from her left wrist. One of her Limit Breaks involves her pet Angelo being used as a projectile. During her EX Skill, she gains an alternate moveset involving sorceress magic, and her Blaster Edge disappears until after she uses an HP Attack or when the EX Skill ends. The Blaster Edges are featured in the Weapons Monthly magazines as customizable models, and can be used by Rinoa in Final Fantasy VIII.
The default weapon is Pinwheel, her original weapon from Final Fantasy VIII. The first alternate weapon is the Valkyrie, which, compared to the original game, has a higher, more protruded depth due to the large base, with its markings more clearly defined. The second is the Rising Sun, which is more circular as opposed to octagonal in the original game. The third alternate weapon is the Cardinal, which has added depth and additional detailing, resembling the Guardian Force Diablos, compared to the original game. Her fourth alternate weapon is the Seraphic Heart.

Gameplay[]
- Type: Marksman - Rinoa can use an array of flexible attacks or partner up with her dog to take down foes.
Rinoa begins each battle in Combine mode. In Combine mode she attacks by firing her Blaster Edge and calls on Angelo to attack enemies for her. Her back Bravery attacks call Angelo to the field, and Angelo waits in place for Rinoa to command her. If the player uses Rinoa's ground back Bravery attack, Angelo will perform Angelo Rush and charge at opponents, while Angelo Cannon will fire Angelo at the opponent and she will remain in place where the opponent was. The player can cancel out of Rinoa's Blaster Edge attacks with Angelo Rush, allowing them to perform combo attacks with Angelo and hit opponents from unexpected angles, since Angelo will attack whichever opponent Rinoa is targeting and will attack from the place she was called. Additionally, if Rinoa is hit by an HP attack that deals more than 2,000 damage while in Combine mode, Angelo will use Angelo Recover on her to restore 200 HP, regardless of if Angelo had been called to the field or not.
When Rinoa uses her EX Skill Angel Wing, her moveset changes entirely, and she now attacks with various projectile spells. Rinoa's attacks in Angel Wing mode are much faster and stronger than her attacks in Combine mode, and are exceptionally powerful for Marksman-type characters. However, Angel Wing is a "high risk, high reward" skill; while it is active, Rinoa is immune to all debuffs and buffs, she cannot use generic EX Skills, and her HP steadily decreases. Angel Wing is a temporary form and reverts after thirty seconds, and the player can cancel it early by using Rinoa's EX Skill again, which recharges faster in Angel Wing mode, or by using her Wishing Star HP attack. In both her modes, Rinoa suffers from her attacks having small hitboxes that makes them easy to dodge, and she has less range than other Marksman-type characters.

Behind the scenes[]
Prior to her reveal, game director Takeo Kujiraoka expressed interest in seeing a character who would make use of a partner, citing Rinoa and Angelo as an example.[1]
Rinoa was revealed as the third DLC character of the Season Pass on July 10, 2018. She was released on July 12, 2018 in the arcade version, and was released later on August 16, 2018 on consoles.
Similar to Locke's case, Rinoa was an important character in Dissidia Final Fantasy: Secretum -Himitsu- since Squall mentioned her more than once during the stageplay. With Locke and Rinoa's addition to the game, only two characters introduced in Secretum have yet to appear in Dissidia NT: Auron and the summon Phoenix.
At the time of her release, Rinoa is the only character in the English dub of Dissidia NT to call the summons by their respective names. Rinoa is also the only character to date who has more than one line of dialogue for summoning, depending on whether her EX Skill has been activated or not.
Voice[]
Rinoa is voiced by Skyler Davenport in the English version. Rinoa speaks in a normal voice with a childish tone, but in her Angel Wing form she speaks in a serious but icy tone.
She is voiced by Kana Hanazawa in the Japanese version who also voices Deuce in Final Fantasy Type-0 and Enna Kros and Boko in World of Final Fantasy.

Allusions[]
- When fighting Alexander, Rinoa says "I've drawn you out of hiding!" in reference to the respective summon from Final Fantasy VIII being obtained by using Draw.
- When battling Ifrit, Rinoa says, "If I win this fight, maybe I can be a SeeD too!" in reference to Ifrit being the first boss of Final Fantasy VIII fought when Squall is preparing for a field exam as part of his SeeD training.
- This could also allude to when Rinoa accompanies Squall and his team to Galbadia Garden, where she tells him to pretend that she is also a SeeD.
- When fighting Leviathan, Rinoa says "You should choose your allies more carefully," which may be a reference to the character NORG, from whom Leviathan can be drawn from in Final Fantasy VIII, who attempted to side with Sorceress Edea by sacrificing the SeeD.
- When using Vega Blast and Angelo Cannon, as well as her intro in boss fights, Rinoa does the same pose she would when attacking with her weapon in Final Fantasy VIII.
- In one of her intros she opens her hand and transforms a flower petal into a feather as she does in the opening of Final Fantasy VIII.
- Her summon animation is the same as in Final Fantasy VIII.
