A cheerful young girl taken under the wing of local shopkeeper Migelo after being orphaned in the war. Her concern for Vaan leads to her first encounter with the sky pirate, Balthier, and a misunderstanding which pits her in a battle against Archadia. Penelo learned martial arts from her elder brothers and dreams of becoming a dancer.
Description
Penelo is a playable character in Dissidia Final Fantasy Opera Omnia who can be recruited during Chapter 4 of the main storyline.

Appearance[]
Penelo wears a gold-and-cornflower blue slim outfit with short white lacy sleeves and bronze wing-like armlets. She wears bronze bangles and gold-and-cornflower blue knee-high boots.
Her first alternate costume is based on her appearance during the ending of Final Fantasy XII. She wears a short gray top that bares her midriff, baggy pink pants with white patterns and purple crisscrossing along the sides, and gold open-toed sandals with bracing from the heel to the calf. She has an armband on her left arm and a bracelet on her right arm.
Her second alternate costume, a Global-first issue, is based on her guest appearance in Final Fantasy Tactics A2: Grimoire of the Rift.

Lost Chapter: The Power of Valor[]
When Materia summons Cater to the world of light, the warriors encounter her as she single-handedly defeats a wave of enemies within an abandoned palace. After Rem and King brief her on her purpose in this world, she sprints off in search of torsions, but Penelo and the others catch up to her. While Cater reassures that she can take care of herself, Penelo cautions that she runs the risk of getting hurt if she challenges the stronger monsters ahead alone. Firion and Penelo insist that Cater join their ranks and travel with them. She acquiesces, and the group follows Mog to the next torsion.
Act 2, Ch. 7: Respite's Authenticity[]
After Ignis is summoned to the world of respite, he joins the warriors in their journey to collect brilliance. He strikes up a conversation with Penelo, Steiner, Edgar, Lenna and Rosa, explaining his responsibility in maintaining Noctis's nutritional needs before asking everyone if they had been eating and sleeping properly. Penelo and Rosa assure that everything they could need is provided on Mog's airship. After Edgar and Steiner tattle on Noctis for not eating his vegetables in the morning, Penelo notes how Ignis—as Noctis's retainer—is conscious of such things, and how Ignis has been doing his best to be approachable to the other warriors. This invites a flirt from Edgar, which causes her discomfort.

- Penelo's EX Ability activation pose is based on her promotional artwork of Final Fantasy XII.
- While Penelo's weapon of choice is dagger in Opera Omnia, her victory pose is based from the second pose when she is barehanded.
- Penelo partners with Edward for her GL-first FR, Liberty's Minnesang, as both are Bards of a sort. She also joins Lilisette in the latter's Force Mode since both are dancers.
Etymology[]
Minnesang, from Middle High German, refers to a category of medieval love poetry performed in song and dance. The earliest documented evidence of this predominantly Austro-German performance art was recorded in the 12th century CE.
Behind the scenes[]
As is custom on anniversaries, the Global team either reveals a new unit or weapon. Penelo is the second character after Garnet to acquire a Burst Mode in this manner, as well as the first to have her FR assigned on the same anniversary.
