Pandaemonium is an unseen fal'Cie in Lightning Returns: Final Fantasy XIII. It resides in Yusnaan's industrial area, and it is the last fal'Cie in the world. Pandaemonium is protected by the world's last l'Cie, Snow Villiers, and it is the source of the remaining supplies in Nova Chrysalia.


The Palace of Yusnaan[]

The glittering city of Yusnaan is the one and only hub of production left in the world. Most industries fell to the encroaching Chaos and materials have become scarce and even impossible to attain. In this world, most of the food and goods needed for daily living are made of Pandaemonium, the last of the fal'Cie.

The goods made by the fal'Cie are shipped to the palace and then redistributed throughout Nova Chrysalia. The palace that plays host to the nightly banquets is also a vital link in humanity's last lifeline, and as the Patron, Snow bears the heavy responsibility of protecting it.

As told by Snow in Final Fantasy XIII: Reminiscence -tracer of memories-, Pandaemonium appeared one day in Nova Chrysalia and cultivated the lands to construct the city of Luxerion and then Yusnaan where it established a supply chain. At first people were reluctant to accept the fal'Cie's offerings, as it seemed to want mankind to abandon the man-made Cocoon where they had resided until then. The Counseil de Renaissance, an organization founded at the beginning of the world's decay whose focus was to help maintain mankind's survival, decided that the people should move to Nova Chrysalia, as staying within the artificial Cocoon was seen as hampering humanity's chance of survival.

Many believe Pandaemonium creates the products from nothing, but it uses the Chaos as material. Some of those who learned this refuse to eat whatever is supplied by the fal'Cie, and instead grow their own food. Prior to Hope Estheim's abduction by Bhunivelze, Snow is placed in charge of Yusnaan because the populace views him to be impartial in distributing Pandaemonium's goods fairly to those who need them. When the Order of Salvation takes power in Luxerion, Snow feigns support to keep the Order from invading Yusnaan. As a result, many credit Snow as a stabilizing force in the world by keeping the world from succumbing to war over increasingly scarce supplies.

When Lightning crosses Yusnaan Industrial District on her quest to reach Patron's Palace, Hope tells her about the fal'Cie. She asks if she can reach it, but Hope says it is under heavy guard.

In the new world Snow meets Aoede, a reporter investigating people who have memories of their previous life in Nova Chrysalia. Snow tells her all he knows about Pandaemonium, and theorizes that the fal'Cie's sudden appearance to cultivate the land for human habitation may have been orchestrated by Bhunivelze himself.

Pandæmonium comprises the Greek words pan, "all", and daimonion, "demon"; it can roughly be translated as "all demons". Pandæmonium is the castle of Lucifer and the capital of Hell in John Milton's Paradise Lost, and the word was invented by him. The word has also come to mean any wild disorder or chaos in English.
