Director of Shinra's Space and Aeronautics Division. His division, originally founded to exploit extraterrestrial resources, has all but folded since the advent of mako energy. Because division activities have been suspended indefinitely, Palmer finds himself with lots of time on his hands.

Palmer is a minor supporting character in the Final Fantasy VII series. He is a minor antagonist in Final Fantasy VII with an expanded role in Final Fantasy VII Remake and Final Fantasy VII Rebirth.

Palmer is the executive director of the Shinra Electric Power Company's Space and Aeronautics division, though funding was suspended after a failed rocket launch. He is undignified and incompetent, knowing little about his field of work, having no say at meetings, and excessively drinks tea.

Palmer is fought as a boss at Rocket Town in Final Fantasy VII. He is weak and uses a mako gun capable of shooting fire, ice, and lightning magics.

History[]

Before Final Fantasy VII[]

Palmer was responsible for a failed launch of Shinra No. 26 during "Onward to the Distant Heavens" of Before Crisis -Final Fantasy VII-. As a result, funding for Shinra's space program was froze.[2][3]

Original continuity[]

Pursuit of Sephiroth[]

Palmer attended an executive meeting about a mako rate hike during "Storming the Shinra Building" of Final Fantasy VII. He advocated for the inclusion of the space program in the budget, but was disappointed that Reeve Tuesti and Scarlet would distribute funds. A cowering Palmer later witnessed Sephiroth kill President Shinra. When Cloud Strife's party arrived, he begged for mercy and revealed Sephiroth intended to deny Shinra the "promised land".[4]

Palmer eventually joined Rufus Shinra in Rocket Town to steal the Tiny Bronco during "A Sleeping Village Dreaming of Outer Space". He greeted an angry Cid Highwind, who inquired about when the space program would resume. He later recognized Cloud's party from somewhere and was curious if the tea was ready. After Palmer was given the Tiny Bronco, he remembered the party from the Shinra Building and the president's death, calling for security to no avail. A scared Palmer reluctantly fought them but was easily defeated.[5]

As Meteor threatened the planet during "Toward the Sea of Stars", Palmer informed Cid about the auto-pilot repairs on Shinra No. 26, luring and trapping Cid and Cloud's party in the rocket. He aimed it toward Meteor and gleefully launched it, but the party returned to the surface using escape pods. Afterward, Palmer was not seen again.[6]

Remake continuity[]

Palmer skipped a scheduled meeting at Shinra HQ and visited Wall Market with his assistant during "The Town That Never Sleeps" of Final Fantasy VII Remake. He playfully enjoyed private time with a honeygirl at the Honeybee Inn, but his assistant later reminded him of work the next day, leaving him disappointed.[7]

Palmer headed to the executives meeting during "The Belly of the Beast", sipping tea and complaining about it lacking butter. Upon seeing Sephiroth, he dropped his tea in fear and hurried to the meeting. He informed the executives and President Shinra about his sighting, but they dismissed his claim. Palmer remained quiet for the duration of the meeting, but later cackled and then felt disgusted by Professor Hojo's twisted words.[8]

Palmer is an older man with a short and portly build. He has fair skin, gray-blue eyes, and thinning gray hair. He wears a double-breasted walnut brown suit ensemble, a white dress shirt, a yellow bowtie, and brown dress shoes.

Personality[]

Palmer is undignified, graceless, and cowardly.[4][8] He always acts childish and has a bizarre laugh.[2][1] Despite being an executive of advanced age, he is not very intelligent, lacking the knowledge required for his position and field.[9] Palmer has no company responsibilities and his colleagues have concerns about his leadership, who often criticize and dismiss him.[2][8] Due to his obsolete position, he has plenty of free time and sometimes visits Wall Market.[7][1] Palmer is very fond of tea, preferring it with sugar, honey, and a lot of sugar.[2] He snobbishly asserts that tea lacking butter is akin to "boiled pond water" and shows no interest in using less.[2][8] Palmer also knows Cid well enough to exchange quips.[5][2]

Gameplay[]

Palmer is fought as a boss in Rocket Town and can use Mako Gun to cast either Fire2, Ice2, or Bolt2 on the target.

Behind the scenes[]

Shortly after Palmer is defeated, he narrowly evades being chopped to bits by the Tiny Bronco. This is similar to a scene in Indiana Jones: Raiders of the Lost Ark in which a German mechanic is chopped to bits by a Luftwaffe Flying Wing's propeller during a fight with Indiana Jones.

Dummied content for the original game, featuring Palmer in an unused version of the Honey Bee Inn lobby exists in the first Japanese release. By hacking the game, a scene that can never be viewed in the actual game can be played out. The scene's data was removed from all International releases, as well as the Japanese International Version release, which is based on the North American version.

The music unique to this scene is not used anywhere else in the game. The theme was previously unearthed from the game's PC version by hackers, but it was unknown for what scene it was intended. In the scene itself much of the dialogue reads as gibberish, as the game displays the wrong kanji. In the scene, Palmer encounters an undercover Shinra Manager who claims to be visiting the Inn for "marketing purposes." This backfires on him as the Honey Bee lady accompanying Palmer implies he is a regular, something that infuriates Palmer and makes him chase the man out of the inn, followed by the lady.

In the remake, Palmer can be seen inside a private lounge, chasing a honeygirl with a net, as well as outside the Honeybee Inn after Cloud's performance.

According to character designer Roberto Ferrari, Palmer's hand-in-jacket pose in the remake is intended to evoke the French military and political leader Napoleon Bonaparte.[10]

Voice[]

Palmer is voiced by Naoki Tatsuta in every Japanese release in the Final Fantasy VII series. He is voiced by William Salyers in the English releases of the Final Fantasy VII remake project.

Etymology[]

Palmer is a name that can be either a surname or given name that means a pilgrim to the Holy Land, named from the palm worn to signify the journey. Whether there is any intended association with Shinra looking for the promised land is unknown.
