Meteor Javelin is Noel's [[full ATB skill]], and is part of his [[Commando (Final Fantasy XIII-2)|Commando]] [[Crystarium system|Crystarium]] tree learned on Stage 11. It can be used only once per [[battle (term)|battle]], unless the player uses an [[Final Fantasy XIII-2 items#Elixir|Elixir]], which restores the ability to use a full ATB skill.

The attack manifests as Noel leaping into the air and throwing four spears onto the enemy that each explode upon impacting the ground. Using it resets the [[Stagger (Final Fantasy XIII)|chain gauge]], making it viable to use just before the enemy exits their stagger period. Neither Noel nor the target can be [[Knocked Out|knocked out]] during the animation, and the enemy's stagger period cannot run out, thus extending the period of time allies can use attacks. Meteor Javelin will also deal more damage if Noel has more ATB segments.

Meteor Javelin is [[Noel Kreiss (Opera Omnia)|Noel's]] EX ability, obtained from equipping Noel with the Guardian's Edge EX weapon or the Power To Change The Future passive from Limit breaking the weapon 3 times and leveling it to level 35. The attack is a single target 3-hit melee BRV+HP attack that is repeated 4 times and ignores defense with 20% HP splash damage to non-targets based on the overall HP damage dealt to the chosen target.

Meteor Javelin becomes Meteor Javelin+ if Noel uses it on an already-broken enemy, dealing more damage to the enemy and increasing the splash damage from 20% to 50%, alluding to its use on a staggered enemy for maximum damage.

When limit-broken up to 2 times, it also grants an extra framed buff by the name of Will to Seize the Future which increases the party's Attack and Max BRV + 20% when active alongside Noel's own Attack and Max BRV by another 20%.
