Magic Efficiency materia is a 
Support Materia in Final Fantasy VII Rebirth. It can be linked with 
Magic Materia to reduce the MP costs of their spells. The materia can be leveled up to further reduce costs.
Magic efficiency materia is new to Rebirth, no equivalent existing in prior Final Fantasy VII series games. Magic efficiency is Final Fantasy VII's version of the series's recurring Half MP support ability.

Magic efficiency materia reduces the costs of all spells of the linked materia, but only in battle; spells used from the menu still cost their default amount even if their materia is paired with magic efficiency.
Magic efficiency can be used in a variety of ways, either offensively to help spellcasters attack more frequently, or defensively to help party members with lower MP pools cast healing or supportive spells more often. Either use is potent depending on player preference, but the rarity of the materia forces players to choose one use case.
The defensive use case of pairing magic efficiency materia with either Healing Materia, Revival Materia, or Reraise Materia is the most common use case. This is because these spells are often critical to cast in battle, and can be taxing on the lower MP pools of certain party members (particularly Barret or Tifa). This can be vital in certain party setups.
Two copies of a magic materia orb can be paired with different support materia on the same party member to some effect. Pairing one healing or Barrier Materia with a magic efficiency materia, and another with a Magnify Materia, can allow these supportive spells to be cast often. Both magic materia need to have the level where the used spell is learned for both effects to be active.
Though a case can be made for pairing it offensively with attack magic materia, the MP Absorption Materia exists for this purpose (and can potentially be more effective).
