Description
Luck Up materia is a 
Complete Materia in Final Fantasy VII Rebirth that increases the user's 
Luck by a percentage based the materia's level. The luck attribute improves a party member's chance to deal critical hit, or to successfully steal. Multiple Luck Up materia can stack, up to a maximum of a +100% boost.

Luck Up materia is bought from shops that sell materia from Under Junon onward for 1000 gil apiece.
Cait Sith joins the party with a Luck Up materia equipped, and another is obtained from his tutorial in the combat simulator, "Combat Training: Cait Sith".
A Luck Up materia is found in Gold Saucer's Ghost Hotel, received from a ghost on the second floor on chapters 12 and 13.

The Luck Up materia provides a percentage boost to a party member's luck attribute, and multiple can be equipped to double a party member's base luck. This boosts their chance of performing a critical hit or a successful steal, meaning it should be given to party members who deal deal more damage from multiple hits (or rely on their normal attacks more), or to whoever expects to use steal or mug. For every 5 luck stat, the character gets 1% chance of a critical hit. A critical hit is ~110% damage without any boosts from weapon passives. Spells can also be critical hits.
Perhaps the best beneficiary of the materia is Cait Sith, who uses many abilities that are luck-based and has passive abilities that allow him to boost luck. Aside from Cait Sith, Tifa, Yuffie Kisaragi, Cloud, and Barret are good beneficiaries, as they deal multiple attacks in rapid succession that are most likely to benefit from critical hits.
Luck Up materia somewhat competes with Strength Up Materia, which provides another way to boost a party member's basic attacks, and may be more than the +10% from a critical hit. Strength Up is ultimately more reliable and should be prioritized, but Luck Up is more plentiful. Luck Up is overall a luxury materia that can be equipped given a spare materia slot, but should not replace a more important materia.
The player can also equip the 
Luck Up Materia Earrings (a random treasure when digging with a chocobo) to save a materia slot. The accessory also saves time from grinding AP for the Luck Up materia.
