Item economizer materia is a 
Command Materia in Final Fantasy VII Rebirth. It allows the user to use items in battle without consuming ATB, after performing a certain number of actions first.
Despite being a command materia, the materia functions more as a 
Complete Materia, as it lacks a specific ability attached and does not need to be activated.

Use[]
Item economizer allows items to be used much more frequently in battle. Because items are an effective source of healing, requiring no MP or materia slots, this can make it somewhat worthwhile on party members who build and consume ATB quickly (particularly Tifa and Yuffie). It can also be useful for battles where the player only has one character, like Cloud's bouts against Roche and Rufus.
Since item economizer affects the use of items, the materia has no value in hard mode.
