- Garland's cool in theory, but the original game does little with him (Dissidia expands him). However, the Emperor was pretty badass to begin with, and the GBA remake made him even better. Sure, he's got a huge weak spot, but Mateus still looks threatening in with that eye liner. ClixPsi

- Maybe Garland made some sort of grand entrance in the realms of villains by being the first villain of the FF saga and the first one to play with time (and thus being the first one to make players realize that all their hard work leveling and such served for absolutely nothing). But the Emperor was a the first true villain, he didn't want to just conquer one kingdom or cheat death, he wanted everything, he basically even wanted to die just to take over Heaven and Hell. That guy's greediness in man form. Plus Kefka took after him in basically everything (and improving it but still the bases were from Palamecia) which also adds points to the Emperor. Despite the UBOAR and the general dislike I've for FFII.Celythia

- Ooh, this one's a bit of a tough one. On the one hand, Garland gained the powers of Chaos and made a time loop that caused him to become effectively immortal. On the other hand, Emperor Mateus died, went to Hell, apparently booted the previous head out, and unleashed Hell on Earth (or whatever the world would be called). I'm going with the Emperor on this one because while he may not have been technically immortal, he certainly had more potential to destroy the world if left alone. - Sure, Garland is the first Final Fantasy villain, but he doesn't accomplish much more than creating some time loop. The Emperor on the other hand, plunges the world into darkness. I don't really know who to vote for. The one made his way into the past to send the Four Fiends into the future, wo will grant himself the power to travel back in time to send them to the future to grant himself etc., and the other died and took over Heaven&Hell.
