Enemy Intel

Cutter is an enemy in Final Fantasy VII Remake and "Episode INTERmission". It is a mecha deployed by the Shinra Electric Power Company to guard their mako reactors. It is similar to the sweeper, but with spinning saw blades in its arms rather than missiles and flame throwers.

The cutter is faced in the armory of Mako Reactor 5 in "Sentenced to Death" during Chapter 7, "A Trap Is Sprung"; Underground Test Site in "In Solitude" during Chapter 13, "A Broken World"; and in the Shinra Combat Simulator during the quest "A Helping Hand" in Chapter 16, "The Belly of the Beast". In "Episode INTERmission", it is faced during the segment preceding the boss battle against The Crimson Mare where the player chooses their path through a testing facility, meaning it is a missable enemy.

Cutter (Vanguard) is also a grounded unit in the Fort Condor minigame in INTERmission, bought from Old Snapper after advancing to Rank 3 in "Mastering Fort Condor".

Battle[]

Cutters is a melee-oriented version of the Sweeper, employing chainsaw-like arms instead of machine-guns. It is far more aggressive than its ranged-counterpart, and can easily knock the player down as they slide and spin, interrupting character actions, becoming more aggressive, as well harder to stagger again. Its Buzzsaw Blitz has it charge upon a player character with both saws spinning. If the player is too far from the Cutter for it to attack, it sends out projectile saw blades. It periodically emits a red mist after being brought to half health, which inflicts Silence Silence to those caught in the cloud and does small damage.

When pressured, its upper body will lay flat on the ground for a few seconds. Much like the Sweeper Prototype, its arms can be targeted, and destroying one of them instantly pressure the Cutter, making it more susceptible to staggering. When it recovers, however, it is sent into a rampage. Like all mechanical enemies, the Cutter is weak to Lightning Lightning.

Strategy[]

The player can be vigilant and evade or block the cutter's erratic movements to avoid being knocked down and interrupted. All its attacks, besides the silencing mist, can be blocked. When playing as Cloud, the player can block with his sword (improved with the Steadfast Block Materia Steadfast Block Materia equipped), or stay in Punisher Mode to counter the cutter's attacks. For attacking them head on, the player should use Thunder Thunder, Thundara Thundara, and Thundaga Thundaga; Cloud is likely the party's strongest magic user when Cutters are first faced in Chapter 7. Linking Lightning Materia Lightning Materia with Elemental Materia Elemental Materia in a weapon lets the character also deal increased damage every hit.

The player can target the Cutter's arms to destroy them, and then hit with the party's most powerful abilities. It is best to try destroy it or to get it close to death when it is staggered, as afterward it goes into "rampage mode". Tifa's Triangle attacks can be used to raise its stagger % when it is down to set up powerful lightning spells and other strong attacks. When facing multiple cutters, it is best to focus on destroying them one at a time.

Hard mode[]

On the hard difficulty, the Cutter will use will use its abilities more often and will turn around faster when the player attacks from behind, and will be even more aggressive when sent in a rampage. Cloud can easily dispatch them with Counterstance in addition to counterattacking in Punisher Mode. Pairing non-active characters with Lightning and Synergy Materia Synergy Materia can quickly pressure the Cutter while maintaining the offensive. Steadfast Block also helps mitigate the damage from the Cutter's many melee attacks

Episode INTERmission[]

Cutter is a highly durable melee enemy. Keeping a distance from it and using Throw and Lightning Ninjutsu, as well as Synergized Art of War and Thunderous Banishment, can defeat it. Sonon should have Synergy Materia Synergy Materia paired with a Lightning materia.
