The unflappable brigadier general of the Sanctum's elite Guardian Corps unit known unofficially as the "Cavalry," and commander of their flagship, the Lindblum. Unable to wholly trust the government he serves, the doubts he harbors lead him to aid Lightning and her comrades in escaping the Sanctum's grasp.

- Raines's custom quotes refer to various event he was involved in from his home game.
- "Do not let the l'Cie escape! Move out!"refers to the lines he says before Snow, Fang and the Cavalry departs to find the other L'cie.
- "I put you on the path. That was my Focus." and "A shadow of a dream..." refers to the lines he says when the party encounter him in Fifth Ark, revealing himself as Sanctum L'cie.
- "Just do what you know is right. Trust yourselves." refers to the lines he says after the party defeats him.
- "Let us forge ahead with unflinching courage." refers to the lines he says during his speech in Eden Grand Prix.
- "I am the speaker for the dead." refers to the lines he says when he appears before Lightning as spiritual presence in Lightning Returns.
- Raines's Burst Ability makes some references to his character in Final Fantasy XIII series:
- His lines "With the Chaos, anything is possible"JP : 混沌とは無限の可能性 (Kaosu to wa mugen no kanōsei refers to the lines he says to Lightning about the true nature of Chaos in Lightning Returns. Raines also does similiar gesture from said cutscene.
- Raines shares some similarities with Vayne, his partner for FR Ability, Raging Rebellion:
