Chloe is Denzel's mother in the novella On the Way to a Smile "Episode: Denzel". She was described as a social homemaker with a habit of telling Denzel "there was no meaning to life without smiles". She is voiced by Takako Honda in the OVA.
On the day sector 7 was destroyed, Chloe was in the marketplace happily talking to the butcher. When Abel without a word grabbed her wrist and start dragging her, Chloe protested, asking her husband to let go of her and explain what was going on. Abel told her Shinra Electric Power Company going to destroy sector 7 and they needed to take shelter in the new company residence in sector 5. Chole could not believe an entire sector would be destroyed, and asked Abel about the neighbors and their friends. Abel said they had no time, and besides, this was classified information and he was risking his promotion. Irritated, Chloe shook her hand free and told Denzel to go with his father and headed back to sector 7 to alert their neighbors and friends. Abel, after leaving Denzel with Mr. Arkham, unwilling to go to safety without Chloe, stayed behind to look for her. They were both killed when the plate fell.
