Chapter 9, titled Chapter 9: Shinra Building in the Event Viewer, is the ninth chapter of Dirge of Cerberus -Final Fantasy VII-. The chapter comprises of Vincent Valentine's traversal through the ruins of the Shinra Building to enter Deepground below.

The chapter contains the gameplay stage An Empire in Ruins and is divided into five subchapters, with the final boss of the chapter being Arch Azul.

As Vincent reaches the remains of the Shinra Building, he receives a call from Shelke, informing him that the ground squads could not penetrate Deepground's defenses and have not destroyed the mako reactors. Shelke instructs Vincent to seek the President's personal entrance to Deepground, as it should be below the building. Vincent once more nearly loses control of Chaos but is pulled back by Shelke's voice, which becomes one with Lucrecia's. Shelke explains that without the Protomateria, Vincent can no longer control Chaos and that Chaos' purpose is to gather all the life for Omega. She then pleads with Vincent to fight, as she does not wish him to die. At that moment, warning alarms sound aboard the Shera, pulling Shelke out of her stupor.

Shelke arrives at the bridge where Cid informs her that warnings have sounded from the engine room, despite the ship not taking any direct hits and Cid is unable to regain contact with the engineers stationed there. Rushing to the engine room, Shelke finds Nero among the flaming remains of the engine room, no crew in sight, as well as the lifeless body of Cait Sith number 6. Not wishing to disappoint those counting on her, Shelke engages in combat with Nero.

Back on the ground, Vincent proceeds into the Shinra Building, fighting Bizarre Bugs and Deepground troops on his way up the building. Eventually Vincent attempts to contact Shelke but the call fails. Soon after his phone receives a call from Tifa, Barret, and Cloud who inform him that they lost contact with the crew of the Shera 15 minutes prior. Despite their concerns, Cloud assures Vincent that they will be alright and Tifa sends Vincent a map of the facilities. Making his way down through a series of large elevators, Vincent eventually encounters Azul, defeating him in both his regular and Arch Azul forms. However Arch Azul rises once more and knocks Vincent against the railing on the elevator, causing Vincent to transform into Chaos. As Chaos, Vincent throws Azul's own weapon at him, impaling him, before shooting him with an energy blast, killing him. Nero the Sable observes the rampaging Chaos and realizes that he can simply let it be, teleporting away. However as he teleports he lets go of Shelke's phone, letting it fall to the elevator.

In his memories, Vincent is in a capsule with Lucrecia watching over him, claiming that she'll soon be able to release him. However, she falls, weakened. Suddenly, Hojo appears and asks her what she is doing with his failed experiment, prompting Lucrecia to demand he leave her lab. Seeing her notes on screen, Hojo surmises that she is using Vincent to complete her thesis on Chaos and Omega. Lucrecia denies this, but Hojo insists, and claims that Vincent must be happy to be able to help Lucrecia even after his passing. Lucrecia cries that it is not true, even after Hojo is gone.

In the present, Vincent lies on the ground of the elevator, Chaos dormant once more, with the realization that Lucrecia used him as part of her experiment. Vincent then observes and picks up Shelke's phone. The elevator reaches its end in front of a huge gate that serves as the entrance to Deepground. The gate opens as Vincent approaches it.
