ATB Stagger materia is a 
Complete Materia in Final Fantasy VII Rebirth. It fills a party member's ATB gauge when an enemy is staggered.

Use[]
ATB Stagger materia fills a party member's ATB gauge after an enemy staggers (the one holding the ATB Stagger materia does not need to be the one to stagger them), where the increase varies based on the materia's level. This allows the wearer to almost immediately perform an ATB ability to deal damage to the staggered enemy, making it an effective way to burst down a boss. Combined with 
Stop and some synergy abilities that increase stagger length, this allows most bosses to be killed in one stagger.
ATB Stagger is particularly useful on Tifa, Cloud, and Cait Sith, each of whom have abilities that can burst down an enemy quicker during stagger (Tifa's Unbridled Strength and True Strike, Cloud's Infinity's End, and Cait Sith's Moogle Punch). Though any party member can benefit from the materia, it is better given to those that can instantly use attacks during stagger to deal significant damage or increase stagger burst damage.
ATB Stagger materia can be used in combination with other materia that also increase party member's ATB gauges rather quickly. These include First Strike Materia, ATB Assist Materia, Skill Master Materia, and 
ATB Boost Materia. ATB Boost can be used with ATB Stagger to, after gaining ATB from staggering an enemy, immediately double this to gain two ATB charges, such as to immediately use Cloud's Infinity's End.
