Special troopers that have been enhanced with mako energy. SOLDIERs are divided into three classes, based on their capabilities. The 3rd class is the lowest, but even they are vastly more effective than standard troopers.
Enemy details
The 3-C SOLDIER Operator is an enemy in Final Fantasy VII Remake and "Episode INTERmission". They are members of Shinra Electric Power Company's elite fighting force known as SOLDIER.
The third class SOLDIERs are deployed to protect the Shinra Building in Chapter 16, "The Belly of the Beast", and in Chapter 2, "Covert Ops" in "Episode INTERmission". In the base game, they are also fought on the Collapsed Sector 7 Plate on the way there in Chapter 15, "The Day Midgar Stood Still".

Battle[]
The 3-C SOLDIER Operator is a powerful and agile melee combatant capable of using magic. Unlike the majority of the Shinra infantry members, he aggressively fights with a sword and employs various techniques. His most basic move is a three-hit sword combination attack that interrupts opponents. He is capable of dodging incoming physical attacks, negating all damage.
Among his techniques, he can use Plunge, which is similar to Cloud's Braver, as well Wind Slash , where he shoots various sickle-like projectiles from his sword (similar to Roche), and Vacuum Wave , where he cuts through the air with his sword to launch a projectile towards his opponents, capable of knocking them down.
As for magic, the 3-C SOLDIER can use Thundara , Blizzara and Sleep . He also uses Thunder and Blizzard, although their names do not appear above his head when he is casting.
Much like the vast majority of human-type enemies, the 3-C SOLDIER Operator is weak against Fire.
Hard mode[]
On the hard difficulty the 3-C SOLDIER Operator will use his abilities more often, and be overall more aggressive, as well harder to interrupt and stagger.
Strategy[]
While none of his stats are particularly high when compared to other Shinra enemies, his agility, sturdiness and access to magic, and his use of various types of abilities, make 3-C SOLDIER operator a dangerous opponent who shouldn't be taken lightly, especially when accompanied by other SOLDIERs or Shinra troops.
Blocking his attacks and retaliating during openings is an effective way to deal with him in a defensive manner. Cloud is particularly powerful thanks to his counter-attack while in Punisher Mode. If the 3-C SOLDIER Operator starts casting Sleep, it is recommended to counter-cast with a low-rank offensive spell to quickly interrupt him, such as Fire, which he is weak to. Pairing Fire Materia with Elemental Materia in a weapon is an easy way to deal increased damage to them.
Episode INTERmission[]
Yuffie can use Fire Ninjutsu to hit the 3-C SOLDIER operators' weakness. She can synergize with Sonon, using Ninja Cannonball to fill his ATB, and then performing a Synergized Art of War.

The sword they wield is the basic SOLDIER equipment that Zack Fair also wielded in Crisis Core -Final Fantasy VII-, and their idle stance, such as on the Enemy Intel, is the same Cloud uses in Operator Mode.
The SOLDIER's model is on display in the Shinra Building museum.

Etymology[]
The name refers to the soldiers being Third Class SOLDIERs, i.e. the lowest ranking the elite force's hierarchy. soldier is one who fights as part of an organized, land-based, sea-based or air-based armed force. A soldier can be an enlisted person, a non-commissioned officer, or an officer in the Army.
AThe term "operator" is used in the US military for special forces soldiers who are on the ground. It only appears in the English localization; in the Japanese, the enemy is just called "SOLDIER 3rd".
