Exactly. And enemy pages aren't as easy to create as character pages, I would say.
When you make a page for a character, you can start small. Add the infobox, the picture, physical description, or a start at it, same with personality and story and any other topic, and slowly add to it as you play and understand the character better and interviews with the team come out, etc. Plus, it's the type of page other players that are more advanced than you can easily contribute to as well.
For an enemy you'll need to look at the code to get the exact stats, which it's probably ideal to have when the page is first created, instead of filling it later, so you're not leaving readers hanging by not providing information. Now, not having the pages basically does the same, sure, but at least if they don't exist yet it also doesn't get your hopes up to visit an enemy's or boss' page looking for stats and strategy and then finding nothing because the page had just been created to be properly worked on later, which personally I think it's way worse.
Maybe things aren't done exactly like this, but to give a little perspective on how they might be.
